The parliamentary committee currently visiting Marib Governorate, led by MP Abdullah Al-Maqtari, today reviewed the performance of the Central Bank of Yemen branch, the Finance Office, and the Tax Authority branch in the governorate.
During its visit to the Central Bank of Yemen branch, the committee held an extensive meeting with the Director-General of the branch, Jamal Al-Kamil, and directors of departments and sections. The meeting addressed numerous questions and inquiries regarding the bank's monetary and financial policy functions and performance, its relationship with the main headquarters in the interim capital Aden, and its integrated relationship with the Ministry of Finance and its office in the governorate.
The committee examined the procedures for opening government accounts for all public and mixed offices and institutions, and the bank's oversight to ensure that no government entity holds accounts in other banks or exchange companies. They also reviewed the bank's process for organizing the collection of revenues from various revenue-generating entities and oil companies, linking the bank's network to the main network in Aden, and disbursement operations according to financial allocations and authorizations related to the implementation of the general budget.
The committee also engaged in extensive discussions with the bank director and specialists on the bank's implementation of monetary policy, the level of oversight on banking activities, the enforcement of Central Bank instructions, and the handling of violations. They discussed the relationship between the branch and the main headquarters for smooth instruction flow and implementation, reporting violations, and receiving directives, all in accordance with relevant laws and regulations. Furthermore, they reviewed the mechanism for combating and controlling financial crimes, such as illicit speculation, smuggling of remittances and funds, and money laundering, to preserve the national economy and currency value and prevent its deterioration.
The committee commended the bank's discipline and adherence to regulating laws and regulations, its connection to the Central Bank's electronic network, and its strict oversight of accounts in banks and exchange companies to ensure no government entity opens an account outside the Central Bank's framework. They also praised its direct automated oversight of exchange companies and banks, banking operations, currency buying and selling, and speculation, as well as its efforts to ascertain the volume of cash held by banks and exchange companies in the market.
During a separate meeting with the Director-General of the Finance Office, Nasser Al-Obeidi, his deputies, and specialists, the parliamentary committee reviewed the nature of financial and accounting tasks, mechanisms for implementing the general budget, preparing final accounts, annual budgets, and inventorying state assets and properties.
The committee discussed a series of clarifications provided in response to its inquiries regarding the implementation of the general budgets for local and central authorities for the years (2022-2024). This included estimates of public resources and expenditures across various chapters and sections, in addition to projects funded by local resources, the governorate's share of oil and gas sales, and central projects funded by the government. It was confirmed that all public expenditures and revenues in the governorate are processed through official accounts opened at the Central Bank of Yemen branch for each entity, strictly adhering to legal regulations without exception.
Earlier, the parliamentary committee held a meeting with the leadership of the Tax Authority branch in the governorate, headed by Deputy Director Abdul Samad Al-Burkani. They examined the tax collection mechanism, ensuring its transfer to the Central Bank, tax revenue sources, shortcomings in collection, and obstacles facing the authority in its collection efforts. They also reviewed the office's leadership efforts to develop performance, adopt principles of governance and transparency in collection and communication with clients and taxpayers, and the branch's needs and visions for increasing tax revenue collection in accordance with regulating laws to support the state treasury and improve the economic situation.
The head and members of the parliamentary committee praised the performance of revenue-generating institutions in Marib Governorate, their adherence to regulating laws and regulations, and their efforts to overcome current challenges resulting from the war and displacement. They affirmed that all information, inquiries, and visions obtained from these entities would be included in their report to be submitted to the Council Presidency.
The parliamentary committee continues its oversight duties on the performance of financial and revenue institutions within the local authority, examining their activities to identify imbalances in financial and administrative conduct, central and local public resources, as well as difficulties and challenges hindering their performance, and working towards addressing them.
